I am seeking employment in the area of engineer design of utility systems where I may contribute my hand on experiences in design, construction inspection and supervision.

Puerto Rico Water and Sewer Authority
Position: Licensed Engineer Manager

Currently responsible to evaluate water treatment chemical allocation and process consumption to optimized use of resources, and the development of control process laboratories.

2011-February 2011
Current Teckniques, Freeport, Grand Bahamas
Position – Project Management

The responsibilities included task associated to the planning and demolition of vessels. The main objectives were the compliance of local environmental regulations and safety hazard protection practices.
Additional job functions included the surveyed of chemical and fuel distribution lines from bulker ships and oil riggers and barges. The job included planning to allow recovery of recyclable valued products from the demolition activities. Was also responsible to meet and coordinate the compliance of international maritime law and local labor and safety regulation.

2008-2010
Millennium Chemicals- San Juan and Santiago Chile
Position: Senior Engineer and Technology Consultant

I was responsible for the design team of industrial project. 90 percent of word destined for industrial applications and its environmental control processes. Designed and engaged in the construction management of air control devices.

I published articles in the manufacturing process of sulfuric acid. I engaged in consultant practice to multiple international firms in the mining process of Gypsum and conversion to elemental sulfur. He work experience included the responsible for preliminary design for startup projects in Antofagasta, Chile.

2007- 2008

Industrial Chemicals Corporation
Position: Vice President of Marketing and Engineering

I was responsible to achieve new business development and new process development for a US$8 Million dollar budget and 60 employees chemical plant. The facility manufacture inorganic salts, Sulfuric Acid and Aluminum based compounds. Existing business lines of products are related to for water treatment and other utilities.

I have developed new customer support models to satisfy clients from government, industrial, chemical distributors and pharmaceutical companies. I am project manager for the process manufacture development of new chemical products, which includes sodium sulfate and hydrochloric acid.

Under my direction the company develops an export business. Identify potential markets in the Dominican Republic and other islands. I am responsible to do the research investigation of the business practices and regulatory requirements to commence a chemical manufacturing and distribution business interest abroad.

2000- 2007:
CS Group, Mayaguez, PR.
Position: Principal Engineer and CEO.

Under CS Group my professional experience has been self- employed. I have enjoyed the opportunity to gain significant professional qualifications and exercised a private practice extensively in the areas of engineering design, planning, environmental assessor, environmental compliance, management and supervision of technical and non-technical team. I have the experience of management up to 15 full time employees and up to
sixty employees of a company under contract management by CS Group.

I have developed my own marketing techniques and have a strong knowledge of lead generation for development of new business. During this task was continually evaluating the client relation that ensured maintaining existing customers.

1989-1991
Georgia Tech Research Institute
Position: Student Assistance

I assisted in the development of new zeolite materials for the Petrochemical Industry. I was responsible to evaluate chemical and physical characteristics of materials. I gained extensive understanding of the scientific and research procedural methodology. Among a few tasks was to determine absorption and adsorption characteristics. Also, I work in the determination of properties of Newtonian and Non- Newtonian fluids using instruments designed and constructed in the lab.

1991-1993
Gravels of America, Mayaguez, PR. Position: Facility Manager

Company was in the aggregate industry. I was responsible for the production of near 1000 cu. yards of process non-mineral. I coordinated the daily extraction process and managed the government compliance procedures. Assessed and completed the preparation of all permits to Department of Natural Resources and the Environmental Quality Board.

1994 Atlanta Technology Group- Atlanta, Georgia
Position: Engineer

Participated in the design of adsorption apparatus and distillation columns. Responsible to size the safety valves using API standards and construction material selection.

1995 Municipality of Rincon- Rincon, PR.
Position: Construction Inspector Supervisor

I was the sole inspector of the construction of a $8 million sport complex. This was a complex job, which included the construction of a Baseball stadium, an 8-lane track and field with Polyurethane surfacing, site construction, Tennis court with surface and the entire site and parking areas. This project lasted 12 month. I was responsible to take concrete samples, review the construction specifications and the contractor technical drawings.

1996 Stone Works: Añasco, PR.
Position- Field Supervisor Engineer.

My work tasks included to coordinate field workers with the construction of a local sanitary and wastewater system. Was responsible to prepare reports and submit to the Health Department. In many cases, I prepared a percolation test of the site.

1997-1998
Benjamin Soto & Associates: Barceloneta, PR. Position- Designer and Compliance Engineer.

I participated in the design of Pharmaceutical facilities. Design the HVAC system for hazardous air environment purge and safety system and fresh air supply. Also, was responsible for all the Air and wastewater permits to EPA and Environmental Quality Board.

1998-1999
Municipality of Añasco: Position: City Engineer.

I was responsible to supervise and inspect the reconstruction of the downtown area. This included all infrastructure, and support and coordination of work with to local businesses and residents during the construction phase. This was a $4M project that included heavy electrical, sewer, and telephone underground utilities.

Hurricane Georges: I was responsible to prepare the assess damages resulted from Hurricane Georges. I assess over 100 public facilities, which totaled over $50M. I engaged in the full cost estimate of damages and reconstruction resources required.

Review of Most Important Project:

Here is a briefing on significant engineering projects developed under my supervision and the nature of the tasks and responsibilities relevant to demonstrate my combined management and engineering experiences.

Principal Engineer Designer

Productos Quimicos de Santo Domingo- Currently design of a Chloro-Alkali and commissioned the preliminary design of a calcium hypochlorite chemical processing plant. The systm uses my proprietary design that reduces the energy consumption and electrical demands of the electrolysis reactor.

CELTEC International. I was responsible for the design of a $16 Million Cellular concrete plant. Coordinated the preliminary design and selected and supervised electrical, mechanical and structural engineers. The project included the reconstruction of two
100,000 sq. ft. industrial facilities and a 10-acre site that was converted to an aggregate storage concrete bins separated by security and lighting and road signs system. I was responsible to design conveying units, pressure air and pressure water distribution system to a cellular concrete and aggregate automatic batch plant, 2x 20 ton beam supported crane. I also supervised the construction of the facility.

Symetricon Corporation. Design of a 130,000 square feet industrial plant dedicated to the manufacture of circuit printed boards. Supervised design engineers. The project included a complex HEPA Clean Air Handling Unit.

Smart Modular Technologies: Have design and supervised the enhancement of most important capital improvements projects. Also, has been responsible for all the compliance requirements such as SPCC, TRI, BRI, Air Permits and the OSHA pollution limit compliance.

Baxter Edward Live Science: Preliminary design and feasibility evaluation of a toxic release and management system for its Glycol scrubbing tower, TRI reports and BRI.

Hacienda Ruiz: Development of a $5 M veterinarian facility for surgical trans-embryonic procedures to the dairy farm industry.

Industrias Feliciano: Development of Flood hazard prevention structures and assistance with the government maps.

Florida Aggregate: preliminary design of aggregate plant. Acted as project engineer to the PR Planning Board permit and the department of Natural Resources extraction permit. Prepare the environmental impact statement.

Empresas Mundo Real: Opacity Test on non-mineral processing plant. Air Permit and Erosion Control Plan.

Marriot Hotels Isla Verde: Emergency Power Plant design and fuel storage facility, Perchlorate system for its dry wash and storage bins. This included to design and request the facility gas heater system permits.

Secure Call Management International – Responsible for the supervision of a 60- employee company in a company closure phase. The company was in the business of monitoring image online from world-class companies like MySpace, Hotlinks, Photobucket.

Martineau Bay Wyndham Hotel- Design a breakwater beach shore underwater system and was involve in a permit with the US Army Corp of Engineers.

HAS Management Monte Mall San Juan. I supervised and performed a Lead paint and Asbestos inspection report on the 100,000 sq. ft. shopping center.

Empresas Robles Asphalt- Prepare a Sedimentation Transport Study for dredge of the Inabon River in Ponce. This was a 3-year study, which required extensive field sampling and investigation. The study has been considered one of its kind by Recursos Naturales. I designed a novel system to trap sedimentation while allowing fast riverbed recovery during the extraction process of the river.

I have been prepared for over 100 Environmental Site Assessments (Phase 1), SPCC and
Plan CES for companies in Puerto Rico and the US.
